*MODIFIED MEETING PROCEDURES DURING COVID-19 (CORONAVIRUS) PANDEMIC ONLINE MEETINGS:

As per Executive Order N-29-20 from Governor Newsom, the Chico Unified School District Board of Education meeting will be in a virtual/teleconferencing environment using Zoom and via Livestream.  The purpose of the Governor’s executive order is to control the spread of Coronavirus (COVID-19) and to reduce and minimize the risk of infection by “limiting attendance at public assemblies, conferences, or other mass events.”  However, public participation continues to be welcomed and encouraged.

Instructions for public comments at board meetings
If you wish to make a public comment at an upcoming meeting, please follow these instructions:
  • A Google survey “sign up” (available on the publicly posted meeting agenda) will be open to members of the public 30 minutes prior to the public meeting. This survey will be similar to a speaker’s card.
  • Speakers will fill in their name and select if they wish to address the board regarding a specific agenda item or during General Public Comments (During “Items From the Floor” which is on each Regular Board Meeting Agenda).
  • Speakers are asked to attend the board meeting virtually through the Zoom invitation link at the top of the agenda.
  • When it is time for the speakers to address the board, their name will be called and the microphone on their Zoom account will be activated.
  • Speakers should rename their Zoom profile names to match the name on their speaker’s card to expedite this process.
  • After the comment has been given, the microphone for the speaker’s Zoom profile will be muted.
  • Anyone wishing to address the Board on an agenda item may do so.
    • Individual speakers will be limited to three minutes.
    • Total public input on any one subject/agenda item will be limited to ten minutes, and may be extended at the discretion of the Board.
    • Comments on an agenda item will be taken when the agenda item is discussed by the Board.
    • Speaker priority will be given to those who have submitted a speaker’s card. If there is still time remaining (within the designated ten minute time allotment) then the Board will provide an opportunity for member attending the Zoom meeting to raise their hand and speak (for a maximum of three minutes). To raise a hand in zoom, press "Alt" + "Y" or press the raise hand button. Speaker priority will be given to speakers who have not yet addressed the Board. If time remains (within the designated ten minute time allotment) then a public participant may speak more than once.
    • In case of numerous requests to address the same item, the Board may select representatives to speak on each side of the item.
