| | The Chico Unified School District and California School Employees Association (CSEA), Chapter 110 have been engaged in discussions for some time over the issue of the final step in resolving grievances. A grievance involves an allegation of a violation of specific provisions of the collective bargaining agreement between the District and the Chapter. The parties (CUSD and Chapter 110) have attempted to resolve this through the negotiations process. In April 2007 the Chapter requested that a mediator be brought into help the parties resolve the issue. In January 2008 the mediator declared that he was not able to effect a settlement and was releasing the parties to the factfinding process. Factfinding involves each party choosing a representative to sit on a panel. The two parties then agree on a chairperson. In this matter, CSEA chose Ms. Luci Clark, a labor relations representative. CUSD chose Robert Kinglsey, an attorney. Mr. Philip Tamoush was agreed upon as the chairperson. This Factfinding panel heard the case on June 23, 2008. The Factfinding report can be viewed by clicking here. A brief summary of the report findings included the opinion that the final step for resolving the grievance process should be Binding Arbitration, rather than CUSD Board decision. Per Government Code 3548.3, the recommendations of the factfinding panel are advisory only. The District has an obligation to make the report public within the (10) days of receipt and is meeting that obligation by this posting. The Chapter and the District will engage in further negotiations in an attempt to resolve this issue. | |

This clip includes Before and After views of the district owned property at the corner of Henshaw and Guynn Avenues, in northwest Chico. Volunteers, using their own equipment, cleared and prepared the site for use by our students as an outdoor classroom. CUSD thanks and salutes our Friends of Ag! | |
