Believing that improved student performance is tied to exceptional teachers, the Chico Unified School District has established the Peer Assistance and Review program to provide collegial support and assistance to teachers.  The majority of the PAR Panel is composed of certificated classroom teachers, and administrative personnel. The PAR Panel is has five CUTA members with one alternate and three administrators chosen by the district. 
Objectives of the PAR Program:
  • Provide support for teachers desiring to improve their performance.
  • Provide the opportunity for new teachers to participate in distinctive support programs such as BTSA.
  • Provide assistance for teachers who are changing grade level or subject matter assignments.
  • Provide staff development and peer coaching to enhance knowledge of subject matter and/or instructional methods.
  • Provide support to teachers who have received an unsatisfactory performance evaluation.

The PAR Process For a Referred Participating Teacher:
 
Upon multiple formal observations, the principal gives a teacher an unsatisfactory evaluation—per the collective bargaining agreement.
  • The Principal notifies the District PAR Liaison, Carolyn Adkisson, that an unsatisfactory evaluation has been given.
  • The Principal completes the PAR referral form indicating areas needing improvement and the improvement goals.  The actual evaluation is confidential and unless the Referred Teacher approves, cannot be shared with the PAR Panel.
  • The PAR Panel reviews the referral form and contacts the Referred Teacher.
  • The Referred Teacher selects a Consulting Teacher from a list of approved Consulting Teachers.
  • The selected Consulting Teacher meets with the Referred Teacher to develop the PAR Goal Setting Agreement.
  • The Goal Setting Agreement will include the number of observations by both parties, an ongoing meeting schedule, and suggested staff training opportunities.
  • The Goal Setting Agreement is sent to the PAR Panel for approval.
  • The Consulting Teacher may meet with the Principal to clarify the unsatisfactory areas noted in the Principal’s evaluation.
  • Implementation of the Goal Setting Agreement includes a minimum of 20 hours a semester of work with the Referred Teacher.
  • Discussions between the Consulting Teacher and Referred Teacher are confidential.
  • The Principal continues to make multiple observations of the Referred Teacher.
  • The Consulting Teacher meets with the PAR Panel periodically during the school year to discuss the PAR Goal Setting Agreement.
  • The Referred Teacher may select a different Consulting Teacher if he/she feels the match is not working.  The PAR Panel must approve any change of Consulting Teacher.
  • The Referred Teacher may meet with the PAR Panel to discuss the PAR Goal Setting Agreement from his/her perspective.
  • The Consulting Teacher’s final report will indicate the planned activities that were accomplished in the Goal Setting Agreement.  It will not be an evaluation of the teacher.
  • The Principal makes his/her evaluation of the Teacher’s progress based on his/her formal observations.
  • The PAR Panel will evaluate the PAR Program at the end of each school year for purposes of improving the program.

To Become a Voluntary Participating Teacher
  • Print and complete the Self-Referral Application, then send it to the PAR Panel, c/o Louise Workman in Ed Services at the District Office.
  • Consulting Teachers are available to provide assistance to teachers throughout the district.
  • The Joint Panel will review all applications and place Participating Teachers with a Consulting Teacher according to the goals and needs listed on their application.
  • Once assigned, your Consulting Teacher will schedule time to discuss and/or observe your classroom.
  • With the help of your CT, you will determine your goals and establish a plan for meeting these goals.
  • Your CT may contact you daily, weekly, or monthly depending upon the nature of the established goals.  However, if you have a need, you may call your assigned CT any time.
  • Your Consulting Teacher is committed to assisting you for at least 20 hours per semester.
  • It is important to note that all matters concerning Participating Teachers are treated with strict confidentiality.
