Surveillance Cameras & District Safety

NOTICE TO STUDENTS, PARENTS, AND STAFF REGARDING THE USE OF CAMERA SURVEILLANCE ON SCHOOL PROPERTY

For the safety of our students, staff, and visitors, the School District uses surveillance cameras for security. This equipment may or may not be monitored at any given time.
 
Surveillance cameras will generally be utilized only in public areas where there is no “reasonable expectation of privacy.” Public areas may include school buses, building entrances, hallways, parking lots, front offices, gymnasiums, cafeterias and supply rooms. However, it is not possible for surveillance cameras to cover all public areas of District buildings or all District activities.
 
District surveillance cameras will not be installed in “private” areas such as restrooms, locker rooms, changing areas or classrooms.

At Chico Unified, we want our students, families and staff to feel secure when they step onto our campuses. The school camera system is a key part of our district-wide school safety and security plans. Cameras on campus provide an extra layer of security to help school site administrators maintain a positive learning environment.

Board Policy and Administrative Regulation 3515 - Campus Safety clearly outlines the purpose and strategies utilized as part of the campus security plan. These include:
  • Securing the campus perimeter and school facilities to prevent criminal activity.
  • Securing buildings and interior spaces from unauthorized entry and discouraging trespassing.
  • Securing district network infrastructures and discouraging vandalism and graffiti.
  • Detecting and intervening with school crime.

Camera Overview

The primary purpose of the camera system is to help secure and maintain a safer school campus for everyone. District-wide policies and procedures are in place to help ensure consistent expectations of use. Key factors include:
  • Camera Placement. Cameras are placed in public areas and will not be placed in “areas where students, staff, or community members have a reasonable expectation of privacy.”
  • Public Signage. Each site has signage posted at the entrance and throughout the grounds stating that video surveillance equipment is used for security purposes.
  • Video Footage Security. Privacy is important, so video monitoring is limited to trained district leadership and is accessible in accordance with district policies. 
We understand the importance of campus safety and are continually reviewing policies and procedures to help ensure a safe learning environment. Our school camera system is one element of our comprehensive district-wide school safety and security plans.
