Please be advised that effective July 1, 2026, Chico Unified School District (CUSD) is updating its timeline for collecting School Impact Fees, in accordance with a recent revision to California Government Code Section 66007.  Below is a link to Gov Code 66007 as well as an excerpt that speaks to the section which allows for this change.  This will mean that rather than fees being delayed and paid prior to the issuance of the certificate of occupancy, as of July 1, 2026 all building permits issued by the City of Chico and Butte County will require that the School Impact Fee Certification Form is completed and associated fees are paid to CUSD at the beginning of the building permit process.  If you have any questions, please feel free to contact Charise Bromley at (530) 891-3000 ext. 20127.

“(b) (1) Notwithstanding subdivision (a), the local agency may require the payment of those fees or charges at an earlier time if (A) the local agency determines that the fees or charges will be collected for public improvements or facilities for which an account has been established and funds appropriated and for which the local agency has adopted a proposed construction schedule or plan before final inspection or issuance of the certificate of occupancy...”

2024 School Fee Justification Study

2024 School Fee Justification Study

Pursuant to Education Code 17620, school districts are authorized to levy fees on new residential and commercial/industrial construction to mitigate the impact of new development on school facilities. These fees are generally referred to as statutory fees or Level 1 fees. By statute, the developer fees are capped. The caps are adjusted every two years by the State Allocation Board to account for inflation. In January 2024, the developer fee cap for residential development increased by $0.38 to $5.17 per square foot. The cap for commercial/industrial construction was increased by $0.06 to $0.84 per square foot. A Fee Justification Study was conducted by the District’s consultant, Koppel & Gruber Public Finance, demonstrating the relationship between new residential and commercial/industrial construction and the District’s need for school facilities construction and reconstruction. This relationship is shown in compliance with the requirements for the collection of Level 1 fees.

On May 15, 2024, Resolution 1641-24 was approved for an increase at the Regular Board of Education meeting.
