The building department (County or City) initiates Butte County Schools Impact Fee Certification Forms.  Once you receive the form with the top half filled out and signed by the building department, bring it to our office at 1163 East Seventh Street.
 
  • School Impact Fees will be collected between the hours of 8:00 AM – 4:30 PM Monday through Friday.
 
Please be advised that the hours of operation for the acceptance of School Impact Fees will be modified the week of Thanksgiving.
 
Our office will be open with the following adjusted schedule for the School Impact Fee counter:
  • Monday, 11/24/2025: 8:00 AM – 4:30 PM
  • Tuesday, 11/25/2025: 8:00 AM – 4:30 PM
  • Wednesday, 11/26/2025: 8:00 AM – 4:30 PM
 
Closure: The office will be completely closed on Thursday, 11/27/2025 and Friday, 11/28/2025.
 
Developer Access Protocol (Monday - Wednesday):
While the office will be closed to the general public, a sign will be posted on the door for developers needing to pay fees during the hours listed above (Monday through Wednesday). Developers should call the number provided on the sign to be let in for immediate processing:

NOTICES:  (1) The 90-day period in which you may protest the fee described herein will begin on the date this fee is paid. However, if the fee was imposed by the City or County as a condition of approval for your project, and you have received the requisite notice, the 90-day protest period began at the time your project was approved; Returned check (NSF) are subject to a $30.00 administrative fee; (2) you have the right to request an audit per Gov. Code § 66023; (3) You have the right to file a written request for mailed notice of the District's Board meeting to review the Developer Fees Annual Report; and (4) The Developer Fees Annual Report and supporting documents are available below.

2024 School Fee Justification Study

Pursuant to Education Code 17620, school districts are authorized to levy fees on new residential and commercial/industrial construction to mitigate the impact of new development on school facilities. These fees are generally referred to as statutory fees or Level 1 fees. By statute, the developer fees are capped. The caps are adjusted every two years by the State Allocation Board to account for inflation. In January 2024, the developer fee cap for residential development increased by $0.38 to $5.17 per square foot. The cap for commercial/industrial construction was increased by $0.06 to $0.84 per square foot. A Fee Justification Study was conducted by the District’s consultant, Koppel & Gruber Public Finance, demonstrating the relationship between new residential and commercial/industrial construction and the District’s need for school facilities construction and reconstruction. This relationship is shown in compliance with the requirements for the collection of Level 1 fees. 

 

On May 15, 2024, Resolution 1641-24 was approved for an increase at the Regular Board of Education meeting.
